According to COPPA, the Children’s Online Privacy Protection Act, a user must be at least 13 years old to sign up for a website that collects personal information.  Why is it then that 38% of the kids on Facebook are under 13?

Parents are actually breaking the law when they approve of their ‘tween or kindergartner having a Facebook account.

Despite the fact that 74% of parents are concerned about their child’s safety on Facebook, why are there millions of children on Facebook?
